Create users can see a survey in the list if any of the following conditions are true:
1) The survey security (in survey options) is set to PUBLIC
2) The username is listed as an OWNER of the survey
3) The username is contained in a USER GROUP OWNER of the survey
4) The username is contained as a SURVEY FOLDER OWNER of a folder that contains the survey
5) The username is. contained in a USER GROUP that is a SURVEY FOLDER OWNER that contains the survey
6) All owners of a folder can see surveys in that folder - this is so that a user group can be applied as a survey folder so users don't have to be added one by one to see a survey.
